The current road layout in BJ is more like a hub-and-spoke system. Since most business is done in the central business district, this create a concentration of traffic in a certain time period and in certain area within the city, all in the same direction. No matter how much milage of road the city builds up, it will naturally generate jam for peak hours.
this problems happened to Los Angeles in 1920s, and LA quickly realized the jam can not be solved by building more roads. So the only way is to decentralize business district and distribute business activity more or less evenly among LA and satellite cities.
Also road capacity utilization can not reach high level, put another way, the gov needs to either build up more road, or, control the number of cars running on the road. Shanghai uses the high license fee to curb car ownership. Even for drivers, some people can only drive on Monday, Wed, and some people only drive on Tuesday, Thur and Sat. That's on the right track to solve the traffic issue.
In US, there are mathematicians who specialize modeling to solve the traffic issue. All highways are not designed by idiots, but by smart engineers based on scientific research.
For Germany, I notice that they also designed their highway well and their highways are better than those in California.
