Location: Shanghai
To put in place the systems and procedures to service the procurement needs of the business, reduce the supplier spend and maximize the value our suppliers bring to our business.
Primary Accountabilities:
1. Establishing and maintaining an ‘audit proof’ purchasing system for the business , including:
• Establishing a documented purchasing policy for the business which is aligned with the Corporate policies;
• providing documented purchasing procedures;
• providing spend (rate and usage) visibility to managers; and
• Reducing the purchasing spend by the most appropriate means, including reducing the number of suppliers and exploiting available regional and global relationships.
2. Setting the price and ensuring the availability of resins and other key indirect products and services to meet Business requirements, including:
• Providing managers with information about commodity trends;
• Managing productive relations with existing and potential new suppliers; and
• Negotiating prices and conditions with suppliers.
3. Provide advice and recommend buying strategies to minimize Corporation’s risk position, including:
• Establishing market rates;
• Providing purchasing-related advice to managers; and
• To link and optimize buying and selling strategies;
• To minimize Corporations’ risk position with respect to critical raw materials/products/services.
4. Establishing and maintaining productive relationships with key suppliers, including:
• Identifying the top 80% of supplier spend (both Direct and Indirect);
• Conducting regular communications with identified key suppliers;
• Clearly articulating the business’ expectations of the supplier; and
• Ensuring that key suppliers understand the business’ requirements and long term goals.
5. Contributing to the effective management of Corporation’s Purchasing strategies, including:
• Leading projects to generate savings for the business;
• Conducting tenders to establish the market price and generate savings;
• Reporting monthly the Purchasing KPI’s, resin cost data, and savings data;
• Communicating with regional Purchasing staff on a regular basis;
• Participation in regional and global phone calls;
• Providing market feedback to the sourcing strategy managers.
6. Ensuring that the Purchasing function is adequately staffed and that the staff is returning an adequate benefit to the business, including:
• Identifying staffing requirements;
• Selecting appropriate people;
• Measuring the benefits;
• Managing the work performance of all staff; and
• Developing the capability of all staff;
• Developing a cadre of people with exceptional purchasing and business skills.

• Reporting to the Executive Director, Asia Supply Chain

Sourcing Strategy Manager – Direct materials All key suppliers
Strategy Manager – Indirect materials
Purchasing Manager – ANZ
Business managers – China & Asia
Background
• Proven track record in a MNC in general management
• Experienced in purchasing
• Must have 5+years in related industry
• At least 5 years business experience
• Prior overseas (out station) business experience and international training a plus

• University Degree, MBA a plus but not a must
